CONTEXT

Médecins du Monde Belgique (Doctors of the World Belgium) is a medical NGO member of the international network Médecins du Monde/Doctors of the World. The Belgian delegation runs humanitarian and development projects in Belgium and in the Southern countries.

Since the beginning of the refugee crisis in Europe Greece has been a popular entry point for migrants heading to the rest of Europe. The borders being now closed, the situation has worsened and more than 55.000 refugees are still blocked in the country and living in extremely hard conditions.

Since March 2016 Médecins du monde Belgium – and four other delegations – runs a project in Greece to support the refugees throughout de country and provide them access to free and quality healthcare. This turns around three main aspects: primary healthcare, sexual and reproductive health and mental health. Those three aspects are taken in charge by the staff in 10 refugee camps where Doctors of the World is present with fixed and mobile clinics.

YOUR FUNCTION

As General Coordinator and member of the project coordination team you are responsible for running the project on the field and managing the staff to achieve the mission in accordance with the values of Médecins du Monde/Doctors of the World.

KEY RESPONSIBILITIES AND ACCOUNTABILITIES

Reporting to

You will work together with other members of the Project Coordination Team, under the direction/supervision of a Desk/Consortium Officer in the HQ (MdM Belgium).

  • You will work under the functional supervision of the Desk/Consortium officer in the HQ (MdM BE);
  • You will be responsible for a team composed of approximatively (up to) 150 people;
  • You will manage the coordination team composed of approximately 8 people;
  • You will be responsible to provide technical support to the Programme Coordinator;
  • Relations:
  1. Internal: All members of the Project Coordination Team in particular and all staff in the project in general.
  2. External: Other NGOs, UN and other international agencies, MdM delegations and partners, civil and international donors.

Leadership

You are responsible for the day to day management of the project and the coordination team, bringing updates and issues to the Executive Committee for information or decision making as needed

  • You ensure the link between the project and MdM Greece;
  • You ensure the link between the project and the Executive Committee;
  • You participate to the weekly meeting of the Executive Committee;
  • You engage with Head of Missions of medical and social actors present on camps to propose or answer to collaboration requests on thematic fields (protection, gender…);
  • You have a general overview of service providers in areas of intervention;
  • You ensure adequate information flow within the coordination team;
  • You organize and facilitate weekly coordination meeting with the coordination team;
  • You coach other coordinators, following up on recommendations of functional links in thematic unit at HQ level;
  • You contribute to setting personal objectives of each member of Project Coordination Team, carry out performance evaluation based on up to date Job descriptions, ensure follow-up, etc.  “
  • You supervise and coordinate the general functioning of the intervention, and all departments/services
  • You take part in coordination team evaluation performance, briefing and debriefing upon arrival and departure.

Program management

You are accountable for and supervise the implementation of the project and evaluate its evolution, its final results and its achievements to ensure that organization’s technical and ethical standards are followed and objectives are achieved.

  • You ensure operational planning and its related revision and submit reorientation strategies;
  • You oversee process of planning and resources estimation carried out by each coordinator in order to enhance overall performance of the project, in line with overall strategy;
  • You are accountable for a proper implementation of HR management policies by HR Coordinator and HQ based HR referent, according to the vision, the policies and values;
  • You capitalize on tools, protocols and lessons learned throughout the mission on all clinics to ensure continuity and preserve memory as high turnover of staff;
  • You validate monthly reports and donor reports;
  • You share reports with MdM Greece management and Consortium Committee;
  • You ensure the highest quality standards in the project in close collaboration with the desk;
  • You are accountable to ensure that all technical responsible within the Project Coordination Team grant a proper organization of needs, working schedules and decision making processes.
  • You are accountable to ensure that HR Coordinator and project responsible for staff health grants the well-being of teams (appropriate living conditions, good general health status, monitoring stress levels, ensure management of leave, etc.) and ensures appropriate conducts and behaviors
  • You are accountable for ensuring a proper control of financial indicators and project budget;
  • You are accountable for supervising a rational use of means and resources to carry out projects and programs.

Context analysis

You are responsible for monitoring and analyzing the political, humanitarian issues at stake, and health situation across the country and surrounding countries through established contacts with key persons/institutions and carrying out exploratory Projects in order to identify potential fields of intervention.

  • You are accountable for properly studying data collected from the field, detecting population’s needs;
  • You are responsible for analyzing the context (and the consequences of an intervention of MdM, evaluating risks and constraints, and setting priorities;
  • You are responsible to conduct an active and permanent follow up of potential emergencies in the Project;
  • You understand and communicate to the teams all changes in migration and asylum policy or in public health policy that have an impact on operations.

Representation

  • You are responsible for representing Médecins du Monde when needed; you guarantee an active positioning and a good public image;
  • You carry out the representation with the donor by attending weekly ECHO meeting. You are responsible for contacts with the technical representative.

Safety and security management

You are responsible for the safety and the security of the team members.

  • You update the security plan with the Logistic Coordinator;
  • You ensure all project staff is briefed and aware of up-to-date security guidelines;
  • In case of incident, you are the focal point at the top of the communication pyramid;
  • You are responsible for analyzing external risks and threats to staff security;
  • You are responsible for keeping the staff and headquarters informed and updated of events and issues.

PROFILE REQUIREMENTS

Education and experience

  • University degree. Particularly in medicine, public health, paramedical or in the field of political and international relations is a plus.
  • Desirable degree/training in project management or HR management.
  • At least 2 years of experience in management positions in humanitarian aid.
  • Essential experience with MdM or other NGOs.
  • Essential working experience in developing countries with accountability for all the aspects of project coordination: management, administration, finance & reporting, logistic, security, communication, …
  • Speaking English perfectly. Knowledge of a local language is an asset.
